A successful digital solution must do the job it was designed for, remain accessible to all, and ensure both cybersecurity (GDPR) and AI safety (FRIA). Yet digital environments are risky: 25% of Finns aged 16–89 need support, especially in aging regions. Services grow complex, often hiding data control, and some vanish altogether. Even mobile authentication may soon be replaced by a European-wide solution.

Digital society is no longer about access alone but about navigating layered ecosystems. One can be fluent in one platform yet excluded from another. Skills are situational, and measuring digital competence is increasingly difficult. True inclusion requires continuous learning and flexible solutions, not just devices or training. For many, adapting again and again is exhausting—or simply impossible.

Finnish digital citizenship is technically advanced yet demanding. Public services, consumer experiences, and workplace structures reveal that it is not just about using devices, but about navigating complex processes and finding one’s place in the digital society.
